The annual growth of the housing stock area in St. Petersburg has developed at the level of a million m2, which is comparable to the total area of ​​the Fund of a number of regional centers of the Russian Federation. For an objective assessment of the activity of the supervisory authority, it is necessary to take into account not only the number of violations identified, the amount of fines, but also evaluate the work from the point of view of protecting consumer rights, budget interests, as well as the costs of the population for housing maintenance.

The basis for conducting control and supervision measures is the receipt of information about causing harm and damage and identifying violations of mandatory requirements. So, today 79.4 thousand have already received the housing inspectorate. Of greatest interest among residents are topics such as technical operation and current repairs, the maintenance of house territories, the management of apartment buildings and the holding of general assemblies, as well as the calculation of the cost of housing and communal services.

Based on the results of the consideration of citizens' appeals, 3 control and supervision measures and preventive visits were carried out. 3 violations were identified and 2 cases of administrative offenses were instituted, the amount of the fine for which amounted to million rubles. To control and eliminate violations, 1 requirements were issued and 2 warnings were announced. Given the relevance of the topic of housing and communal services, inspectors, on behalf of the Government of St.

Petersburg, conduct in constant mode the inspections of residential buildings and house territories. The results of the inspections are transferred directly to managing companies, their leaders, the administration of the districts, and are also brought to the leadership of the city for managerial decisions. Such checks of the quality of housing and communal services primarily include the control of the content of house territories and facades of buildings, organized by the inspection year-round on daily, control of preparation for the heating season, as well as the constant monitoring of the acceptance by managing companies to ensure the security of the housing stock-this closure of access to the attic, to the basements and other technical premises.

Licensed lists of apartment buildings are carried out by licensing houses - management companies, including 40 state management companies - housing and communal services. As part of the authority to licensing the inspection in the year, 81 license was issued. 41 licenses stopped. 5 orders have been prepared on amendments to the register of licenses. This is the joint work of the residents of the city, the authorities of St. Petersburg-legislative, executive branch and, of course, law enforcement agencies-according to the most resonant history that was in our city. In the year, after all the procedures and with the obligatory assistance of law enforcement agencies, all apartment buildings were excluded from the license register of four management companies that operated in the Kirov, Moscow, Nevsky and Pushkinsky districts [We are talking about managing companies included with the structure of PJSC GIT.

Currently, all these houses have been transferred to other management companies that were chosen by residents of St. Petersburg. In the inspection, together with the Committee on Informatization and Communications, an electronic service was created, which helps our residents to defend their rights using a very simple and convenient form. People are just filling out a very short statement, in which, in fact, you just need to indicate the date of the meeting.

This information immediately enters the “Our St. Petersburg” portal to our inspection, since the system already provides for the identification of a citizen. 12.7 thousand have already received in the year. This is a unique service, there are still no analogues of such a service in other regions, but colleagues are also actively interested in them. An important point - the Supreme Court agreed with the legal position of the GZHI on the inspection of the authority to establish signs of the nullity of decisions of the general meetings of the owners, as well as refuse to amend the register if there are grounds.

At the same time, three decisions of the Supreme Court have already taken place this year. Thus, this authority is now fully realized, and residents can, avoiding long -term trials, confirm that they did not vote, and this allows us to make the right decisions. In September, the GISI and Gati concluded an agreement on information interaction, in accordance with which the State Administrative Inspection transfers to the inspection photographs on offenses in the field of improvement obtained with the use of photovideo-violations operating in the automatic regime.In the year, the inspection received information about violations from Gati - this is graffiti - 96 decisions were made based on materials and warnings were announced.

The total amount of fines here amounted to 2.9 million rubles. All violations that were identified by this complex are mandatory today eliminated. A few words about work on the Effective Region program. We optimized a number of processes. I would like to dwell on three of them that help us in our activities facilitate interaction with the inhabitants, and it becomes more convenient for them.

The first is, of course, the appeals of citizens and organizations. One of the inspection projects implemented is aimed at optimizing the process of considering appeals of citizens coming through this system. Everything that was previously performed in manual mode: printout, scanning, registration - is now performed in electronic form by a robot. His work is invisible, he works at night, does not interfere with anyone and significantly facilitates the work on registering calls.

Next - work on licensing the activities of management companies. Here we also applied a robot, which forms in electronic form information from official electronic resources, which we request without fail. Further with this information, experts work. Another project on which I would like to stop is enforcement proceedings on administrative offenses. Here, a software product also unloads the Lord from the mailbox, sorts, depending on the content, forms a list of enforcement proceedings for taking measures to force debt to the budget.

Plans, if we talk about plans for a year, we plan to continue working under the Effective Region program. We already now have five projects that are recommended for implementation. In addition, we would like to expand interaction with managing organizations in order to prevent offenses, as well as use possible digitalization in the development, use of artificial intelligence when identifying violations in the field of improvement, including in the winter period, for example, vessels that these cameras can see.
