Given the large resources of mass art in foreign countries, which are manifested in attempts at cultural dominance in the sociocultural sphere of Russian society, the establishment of the norms of protectionism of Russian art, the development and transmission of national norms and values ​​from generation to generation.

In connection with an increase in the level of innovative influence of cultural institutions on sociocultural processes in modern conditions, the improvement of social technologies of their activities is required. These include the use of information technologies that combine computer, audio and video tools.

An important role belongs to social marketing technologies, which involve the active study and formation of spiritual needs in citizens. An important role in specially organized activities to provide services in the social sphere belongs to the sociological support of the social regulation of the activities of cultural institutions, which includes: the participation of sociologists in social planning; research and solution of organizational and resource problems; development of practical recommendations on the social regulation of the activities of cultural institutions and management activities of personnel; Sociological training and education of administrative personnel.

The social essence of this activity lies in the implementation of the needs of subjects of social action to obtain a variety of services in the spiritual sphere. At the same time, the consumer of these services has a fairly greater freedom of choice of attractive forms of leisure and the possibility of more complete expression in creativity. In the process of developing the research topic, a sociological analysis of the social regulation of the activities of cultural institutions was performed and the ways to increase its effectiveness are determined.

For this, the following tasks were set and solved: the concept of “social regulation of the activities of cultural institutions” was clarified, a sociological model of social regulation of cultural institutions was developed, social mechanisms of regulation were disclosed, and the methodology of sociological research was developed, the state was determined and factors of the effectiveness of the social regulation of cultural institutions were identified.

The study confirmed the hypothesis that in modern conditions there was an objective need to change the nature of the social interaction of cultural institutions with other participants in the sociocultural process. One of the directions of these changes is the transition from the administrative model of managing the activities of cultural institutions to regulatory.

Based on the results of a sociological study, the author carried out an analysis of variables that are factors affecting the effectiveness of the regulation of cultural institutions. In the most structured form, the factors of the effectiveness of social regulation of cultural institutions appear at the following levels: general social social social education, public on the scale of a particular society, state education, institutionally - organizational, concrete, social, personal.

The allocation of these levels as a basis for grouping factors is based on the approaches to the level of level stratification of complex social systems existing in sociology and correlates with the concept of structural functionalism. The study showed that employees of cultural institutions have an understanding of the importance of raised issues and has a potential for ensuring the normal functioning of the spiritual education system of people, the author believes that objective need for a change in the nature of the social interaction of cultural institutions with other participants in the sociocultural process has ripened.

In this regard, a transition from the administrative model for managing the activities of cultural institutions to regulatory ones is needed. The sociological analysis of the mechanism of social regulation of the activities of cultural institutions made it possible to determine its condition and distinguish the main factors of the effectiveness of its functioning.

The results of sociological analysis indicate that the effectiveness of social regulation of the activities of cultural institutions as a special type of social interaction is still far from the desired level. Therefore, it is advisable to solve the tasks of its increase taking into account the following recommendations: 1. The bodies of the Higher State and Social Administration of the State Duma and the Council of the Federation of the Russian Federation, the Government of the Russian Federation recommend: and to make additions and amendments to the current law of the Russian Federation of the Russian Federation on culture.
